...I talked to people while I was there. Their military base fascinated me, but more than that I noticed the differences among their civilians. The one's that didn't evacuate when they should have. I live in what you could call a military town, but we have non-shinobi too. Their attitudes reminded me of those.

So I asked around. I learned that in exchange for their cooperation, only those in their military participate in the wars. The rest of the enclosure has draft immunity.
